A contribution saved in a certification run after the results of a worklist of proposed contributions have been confirmed or reworked.
The certified contribution is calculated as follows:
certified expenditure * contribution rate = certified contribution.
Note that the certified contribution cannot be higher than the certified expenditure times the contribution rate.
