Some character sets have open repertoires, in which new characters can be constructed; others have closed repertoires, which do not allow characters to be constructed from other characters.
Unicode is a closed repertoire character set, since new characters cannot be created. Note that the operation of combining characters in Unicode does not have the effect of creating new characters. Combining characters are like composing words out of letters, they are simply a type of text element.
