In an excise bond, the amount of excise duty from ARE-1 documents that you have created, but not yet posted. It serves to warn users that ARE-1s have already been created and assigned to this bond.
If a bond's balance is already low, posting another ARE-1 for it can exhaust the bond completely. The reservation amount warns you that other ARE-1s have also been created for this bond. You can check the other ARE-1s before you decide whether to post your ARE-1 or not.
