Relates to the point when the vessel is completely and securely moored at the berth and is therefore safe for subsequent activities, such as loading.

Example

When a vessel approaches a jetty, many ropes are thrown onto the dock and tied before the vessel is securely docked. Once all are tied and the ship's master is happy, the vessel is said to be 'all fast'.
