Billing creation process performed by the service provider. The service provider is the owner of the bill. The bill covers the services performed by the service provider, as well as any services performed by third parties (other service providers).

The bill is passed on to the billing consolidator, who is then responsible for bill clearing.

In this way, the customer receives one bill containing all the service types they have used.
